It was a public competition in 1997 in Egypt. A cultural center is an organization, building or complex that promotes culture and arts. The activities of the culture center are necessary for the community. A cultural facility is a space that is "open to the public that provides cultural services and facilities including, but not limited to, museums, cultural centers, historical societies, and libraries operated by a public, private, or nonprofit organization. It was the first competition for Wael Aboneama after graduation in 1996. The building covers 3,000 square meters with its shape being inspired by Islamic architecture and site rural features. The design of the building was a modern reflection of traditional architecture. The levels of the building are arranged thematically and intended to suggest a progression through the ages. Areas dealing with history and the past are at the lowest levels, beneath ground level and the ground floor dealing with the present. Regarding the environmental point of view, the building was designed in accordance with the prevailing envronmental standard to minimize adverse ecological impact. For example, the plants in the surrounding gardens were selected from desert species and intended to minimize the use of water and survive dry desert conditions.
